The Government of India is implementing Indira Awaaz Yojana since the year 1985 – 86 to provide assistance for construction of dwelling units to SC / ST and freed bonded labours living Below Poverty Line in Rural Areas. From the year 1993 – 94 the scope of the scheme was extended to cover non SC / ST also. The benefits have also been extended to Ex-Serviceman and Physically Challenged Persons. The funding pattern of IAY is 75 : 25 between Central : States.

The DRDA’s on the basis of allocation will decide panchayat wise no. of houses to be constructed under IAY and intimate to same to the Gram Panchayat. Thereafter Gram Sabha will select the beneficiaries from the list of eligible households according to guideline issued by the Government.

All IAY houses must be compulsory provided with sanitary latrines and smokeless fixed chulhas.


SELECTION OF BENEFICIARIES

The order of priority for selection of beneficiaries is as follows and List of Beneficiaries should selected from the waiting list approved by the Gram Sabha. First Priority should be given to families of manual scavengers, including those rehabilitated and rehabilitated bonded labourers. Thereafter the priority to be adhered to is as follows:-

  • Women in difficult circumstances, including widows, those divorced or deserted, women victims of atrocities and those whose husbands are missing for at least three years, and, women headed families.

  • Mentally challenged persons (with at least 40% disability)

  • Physically Challenged persons ( with at least 40% disability)

  • Transgender persons

  • Widows and next-of-kin of members of defence/Paramilitary/Police forces killed in action (even if not BPL)

  • Other houseless BPL Families.

In order to finalize the annual select  list of IAY beneficiaries and place the five year priority list before the Gram Sabha and draw the annual select list based on the target assigned for habitations and for scattered households. The Gram Sabha meeting to approve the annual select list.

The list of selected IAY beneficiaries should be sent immediately by the Presidents of the Village Panchayats concerned to BDO (V.P)  and to the District Collector.
